Tim and the crew handle pipe breaks, scaled-up water heaters, slab leaks, tired supply lines and slow drains, from the golf-course streets of the 1950s to the plats built in the 1980s. A price range comes on the call, a written number at the door, and any licensed competitor’s written quote gets beaten.

Plumbing Company · Temple Terrace, FL 33617
Temple Terrace was planned in the 1920s around a golf course and incorporated in 1925. Today the city holds about 12,000 housing units, and the median one was built in 1982. Roughly four in ten predate 1980, so the daily work mixes aging pipe, tired heaters and newer plastic.
Tim owns H.I.P. Home Service & Drain and leads the crew. The job list is emergency repairs, everyday repairs, fixture and bathroom installs, leak detection, water heater service, PEX repiping and drain cleaning. Gas lines, septic tanks, wells and sewer digging go to licensed specialists.

Name the room and the symptom: a stain, a drip, a lukewarm shower. A photo of the heater’s rating label or the shutoff valve earns a ballpark on the same call.
Same day when the schedule has room. Water that is moving right now jumps the line, whatever the hour.
The tech traces the cause and puts the price on paper. The estimate costs nothing and stays good for 30 days.

1920s Roots, 1950s-60s Ranches, 1980s Plats
The census survey counts 1,260 homes from the 1950s and 1,159 from the 1960s, against 2,637 from the 1970s and 3,556 from the 1980s. Only about 200 predate 1950. County parcel records put the median Temple Terrace Estates house at 1963 and the Riverside plat at 1956, so those streets are the likeliest to carry original drain lines and older supply pipe.
The 1980s plats sit in another window: polybutylene supply pipe was sold from roughly 1978 to 1995. We treat all of this as odds and confirm each house, because pipe material belongs to the house, not the year. The older-homes guide goes deeper.
Tub-to-shower conversions in mid-century bathrooms shift drain and valve positions; the tub-to-shower article walks through. Ask City Building & Permitting about permits before work starts.
City Utility, County or Tampa
Temple Terrace operates its own water and sewer utility. A plumber works on the house side of the meter and the cleanout. Everything beyond belongs to a utility, and which one depends on the address.
Water comes from the city’s own wells, and its Public Works department collects the sewer. City Hall is 813-506-6400, water questions go to 813-506-6570, and the Utilities page lists 813-506-6590 for after-hours emergencies. A backup past your cleanout is a call to the city.
County Water Resources serves most unincorporated neighbors such as Thonotosassa, Seffner and Brandon. Customer service and after-hours or weekend water and sewer emergencies share one number, (813) 307-1000.
Tampa serves its own neighborhoods plus a belt of unincorporated areas around USF and Egypt Lake. The utilities call center is (813) 274-8811 on weekdays, the after-hours water line is (813) 274-7400, and the sewer emergency line is (813) 247-3451.
The borders are not tidy. Temple Crest is a Tampa neighborhood adjacent to Temple Terrace, and parts of Raintree and the east half of Riverside sit near the seam where city water meets Tampa water, so ask which utility bills your address. Our who-to-call article has the details.

Where We Work
N 56th St, Bullard Pkwy, Fowler Ave, Busch Blvd and Fletcher Ave carry most of the driving, and I-75 exits 265 and 266 mark the east edge. From there the crew fans out into the neighborhoods below.
Temple Terrace Estates is the largest and oldest plat family, with 978 single-family parcels. Riverside has 310 homes built in the mid-1950s on low ground near the river, while Temple Grove Estates is a compact 1960s plat on the highest ground we checked. In River Run and Raintree, about 95 percent of the homes went up between 1982 and 1985. Out in Lutz and Thonotosassa, bigger lots mean longer supply runs, and wells and septic tanks go to specialists. Across the Tampa line, Forest Hills and Sulphur Springs hold older housing on Tampa utilities.

A faucet cartridge, toilet rebuild, disposal swap or supply line usually costs $125–$350, a pressure regulator or pinhole-leak wall opening $350–$900, and a standard fixture install $200–$450. The price is written first and holds for 30 days. The Temple Terrace plumber cost guide lists the rest.
Dispatch is staffed 24/7. After-hours, weekend and holiday visits carry a $150–$250 dispatch charge you hear before anyone drives over, and most emergency repairs finish at $250–$900. Close the main valve first, then call; a street-side break is the utility’s to fix.
House-side leaks are plumbing. A broken main or a meter problem belongs to the utility: the city lists 813-506-6590 for after-hours water and sewer emergencies, and Tampa lists 813-274-8811 on weekdays and 813-274-7400 after hours. Not sure whose side it is? Call us and we will say so before charging anything.
The city’s 2026 water-plant master plan calls its finished water very hard, currently over 300 mg/L, or roughly 17.5 grains per gallon. Hard water tends to scale tanks and aerators faster, so a yearly flush and anode-rod check are cheap insurance. See water heater repair and replacement.
The city requires permits before work begins but its pages do not list water heaters or repipes, so we will not guess. Call City Building & Permitting at 813-506-6470 with your address and the job. Unincorporated county addresses differ: Hillsborough lists a plumbing final inspection for both.
Yes. We book around the tenant, and Florida law asks landlords for 24 hours’ notice before repair entry, emergencies excepted (general information, not legal advice). The landlord checklist lists what to check each season. The city also requires an annual rental permit.
Not from one failed joint. A repipe makes sense with pinholes in several places, polybutylene with plastic fittings, or whole-house pressure loss. A whole-house PEX job is $4,500–$12,000, so get a second quote above about $1,500. Our older-homes guide explains what we check first.
Call the utility first, because a flood-time overflow may sit in the public line. Clearing the house drain is our work, and a backwater valve is a plumbing question, but digging or lining the lateral goes to a licensed underground utility contractor. The backwater valve article goes through it.
