Census figures show 5,770 of the city's 11,630 occupied homes are rented, nearly half, and the University area near USF is 87.1% renters. For a small owner, the cheapest plumbing call is the one made before the tenant notices. This checklist is for residential owners with houses, duplexes and similar rentals. It is general maintenance advice and not legal advice.
Temple Terrace FL Rental Turnover Plumbing Checklist
- Run every faucet and shower for a minute and watch for slow drains or weak flow
- Flush each toilet three times; look for running, rocking or damp floors at the base
- Open every vanity and kitchen cabinet and check supply lines, angle stops and traps for drips or crust
- Test the main shutoff and fixture shutoffs so you know they turn before an emergency
- Look at the water heater base, relief pipe and pan for rust, stains or moisture
- Read the water meter with every fixture off; a moving dial means a leak
- Note any ceiling stains, soft spots or musty smells
Bring findings to us as a list. Individual items usually fall in the everyday-repair range of $125-$350, and a single clogged fixture is $125-$250. Our plumbing repairs page lists what is covered.
Seasonal Plumbing Maintenance for Temple Terrace Rentals
Spring, before hurricane season. Confirm the main shutoff works and that cleanouts can be reached. Flush the heater: City of Temple Terrace water tests above 300 mg/L hard, so scale builds on elements, and a $200-$400 tankless descaling or a tank flush is cheap next to a failed unit. Our water heater repair team also checks anode rods.
Summer. Summer storms are when roof and wall leaks announce themselves. Walk the property after one, check ceilings and look for wet spots along exterior walls. If a stain appears, leak detection at $200-$450, credited toward the repair, finds the source before drywall comes down.
Fall. After the season, inspect toilets, supply lines and washing machine hoses. If the Hillsborough River was high, remember that a sewage overflow during flooding is a call to the utility first; our post on backwater valves and high-river backups explains who fixes what.
Winter. Cold snaps are brief here, but insulate exposed hose bibs and outdoor lines before a freeze warning, and have heater thermostats checked at the first sign of lukewarm showers.
How to Document Plumbing Work at Your Rental Property
Photograph each fixture and the heater tag at move-in and move-out, with the date on the file. Keep every estimate, invoice and tenant request in one folder per address, and write down when each problem was reported and when it was fixed. If a repair stems from a tenant report, a dated record of both ends of that timeline protects everyone. Ask us for itemized invoices; ours separate parts, labor and any permit step.
Tenant Access, Notice and Scheduling Plumber Visits
Florida Statute 83.53(2) is quoted in our landlord repair access post: 24 hours' notice for repair entry, between 7:30 am and 8:00 pm, emergencies excepted. Give the tenant a window rather than a time, ask them to secure pets, and tell them which rooms we need. We schedule inside the window you set. City rental rules apply too: Temple Terrace requires an annual $200-per-unit rental permit and a site inspection, and the city has not published the inspection items, so ask what the inspector checks.
What a Temple Terrace Plumber Does, and Does Not Do, for Landlords
We repair leaks, toilets, faucets and angle stops, flush and replace heaters, install fixtures, locate hidden leaks, clear drains and repipe in PEX. We do not do commercial or apartment-complex contracts, gas lines, septic tanks, sewer excavation or irrigation. Rentals near USF on City of Tampa utilities have different contacts than city accounts; see plumbing in the USF area, and for emergencies read about after-hours plumbing repairs, with dispatch at $150-$250. Water bill spiked from a leak? The City of Temple Terrace has a bill-adjustment form for leaks; we cannot say who qualifies.

Florida Statute 83.53(2) says repair entry needs 24 hours' notice, between 7:30 am and 8:00 pm, with emergencies excepted. That is a quote from the statute, not legal advice. Check your lease and ask an attorney about anything unusual, and we will schedule our visit inside the window you give the tenant.
Section 83.51(1)(b) requires the landlord to keep plumbing in reasonable working condition where no building, housing or health codes apply. For units other than single-family homes and duplexes, 83.51(2)(a)5 also lists running water and hot water. Read the statute itself, and treat this as general information only.
Keep the dated written estimate, the invoice, and before and after photos of the fixture or pipe. Note the date the tenant reported the issue and the date it was fixed. A tidy folder per property shows what was done and when, and it saves arguments later about what failed.
Yes. The city requires an annual rental permit at $200 per unit for single-family rentals, attached or detached, and for two- and three-family dwellings, plus an annual site inspection against the minimum housing code. The city has not published the inspection items, so ask the city what the inspector checks.
No. We serve homeowners and small residential landlords with houses, duplexes and similar rentals. We do not take commercial or apartment-complex contracts, gas lines, septic tanks, sewer excavation or irrigation, and we say so up front rather than send someone out for a job we cannot do.
A turnover plumbing pass usually produces a few small repairs: a cartridge, a flapper, an angle stop or a supply line, each running $125-$350. A heater flush or element swap adds $150-$450. Clogs run $125-$250 per fixture. We write up every item separately so you can approve only what you want.
