Plumbing Near the University of South Florida
The University area is an unincorporated community in northern Hillsborough County, about 3 miles northwest of Temple Terrace City Hall, with USF just to its southeast. Its mailing ZIPs are 33612 and 33613, and its housing is overwhelmingly rented: 87.1 percent of occupied units, and only 9.6 percent of all units are detached houses.
That makes a plumbing call here usually a landlord call: the owner of one of the 1,657 single-family houses in the area, often living elsewhere, arranging a visit by phone while a tenant opens the door.
Two House-Building Waves, Two Sets of Questions
County parcel records show the single-family stock came in two waves, 1954-1965 and 1977-1986, with a median build year of 1980. About half the houses, 48.8 percent, predate 1980, and 15.3 percent predate 1960. Plats such as Sylvan Dale and Campus Hill Park fall in the earlier wave, Lake Forest and Silver Forrest in the later one.
The 1977-1986 plats overlap the era when polybutylene supply pipe was installed nationally, so a pinhole call there gets a question about the pipe material before any quote for repiping or leak detection. The earlier plats raise galvanized and cast-iron questions. Our older-homes guide explains how we read each.
Repairs for Owners Who Manage From a Distance
- Emergency Plumbing Repairs — After-hours flooding at a rental is shut off by whoever opens the door, and we confirm the price by text with the owner before opening anything.
- Plumbing Repairs — Running toilets, dripping faucets and stuck angle stops are the repeat calls, each documented with the part replaced.
- Plumbing Installation — Swapping a worn vanity, toilet or kitchen faucet between tenants is a half-day job we can line up around the turnover.
- Leak Detection — A surprise bill at a house the owner never visits is the classic case for locating the leak before a tenant's floor is torn up.
- Water Heater Repair & Replacement — Rental heaters run hard and often get the cheapest fix; we price repair against replacement with the age in view.
- Repiping (PEX) — For the 1977-1986 plats we check whether the supply is polybutylene before suggesting anything this large.
- Drain Cleaning & Hydro Jetting — Repeated clogs in one rental unit usually point at the line, not the tenant, and a camera pass settles the argument.
Tampa Utilities Under an Unincorporated Address
Every one of the nine sample points a county utility map check covered here landed on City of Tampa water and sewer, despite the unincorporated status. Tampa's 2025 water report shows 211 mg/L hardness and 3.6 ppm chloramine. A street with no water goes to Tampa's utilities line at 813-274-8811 (after hours, 813-274-7400), not to us, and the neighborhoods around University Square are on our North Tampa page.
Rain matters, too. Three of those nine points sit in FEMA flood zone AE, and the October 2024 flooding reached University-area streets outside the mapped zones. Read our backwater valve and cleanout post before deciding whether a backup deserves a permanent fix.
USF Area Plats, From 1960s Ranches to Deer Park
County plat names inside the University census area sort into two house-building waves, one in the 1950s-60s and one in the late 1970s-80s, plus a few 2000s subdivisions.
- Deer Park and Deer Park Preserve — 276 houses built 2001-06, the newest tract homes in the area, so original plumbing is roughly 20 years old.
- Silver Forrest — 120 homes built in 1985-89, which puts original supply lines in the late polybutylene and early CPVC window worth checking.
- Lake Forest Units 2, 3 and 4 — About 218 homes, mostly built in 1977-82, so heaters and fixtures original to the houses are now more than 40 years old.
- Sylvan Dale — 78 homes with an average build year of 1963, a mid-century plat where original drains and supply lines are plausible.
- Campus Hill Park Unit 1 — 70 homes averaging 1965, a small 1960s plat where original supply and drain lines would be about 60 years old.
- Apex Lake Estates — 39 homes averaging 1962, a small early-1960s plat whose original lines, if never replaced, are about 64 years old.
- Ranch Lake Estates Units 1-3 — 66 homes built 1963-76 across three units, so the pipe age varies from one unit to the next.
- Winifred Highlands and Nebraska Avenue Terrace — Two small plats of 15 and 13 homes that both average 1955, among the oldest house groups in the area.
- Wonderland Acres — Roughly 146 parcels across the plat and its additions, with build years from 1935 to 2024, so old and replaced plumbing sit side by side.
How Fowler, Fletcher and Bruce B. Downs Place a USF Area Address
Two retail corridors, one big cross street and the university are enough to place almost any address in the University area.
- Fowler Avenue — One of two retail corridors through the area and a common reference for addresses near the university.
- Fletcher Avenue — The area's second retail corridor, running roughly parallel to Fowler Avenue a short distance to the north.
- Bruce B. Downs Boulevard — Crosses both Fowler (SR 582) and Fletcher (CR 582A) along the area's eastern side.
- Morris Bridge Road — Named in the area's Wikipedia entry as the old eastern edge of the community.
- University Square — Opened in 1974 and now the Rithm mixed-use redevelopment, which includes a HARTline bus transfer center.
- University of South Florida — Lies just southeast of the census area, inside Tampa city limits; 87.1% of the area's households rent.
- Interstate 275 — Forms the western edge of the University area, with Lake Magdalene beyond it.
- Sinclair Hills Road — Marks the northern boundary of the University census area, according to the area's Wikipedia entry.
USF Area Rental Share, House Age and Utility Facts
Rentals and City of Tampa utilities shape most plumbing visits in the University area, and the Census and county records show how.
- 87.1% of the University census area's 20,256 occupied homes are rented, and 61.1% of its 23,366 units are in buildings of five or more. A house here is far more likely to be a small rental than an owner-occupied home, so tenant access, landlord approval and written estimates shape each visit.
- Of 1,657 single-family parcels in the area, 48.8% were built before 1980 and 15.3% before 1960. About half the houses carry supply and drain lines 45 or more years old, with the 1954-65 plats the oldest group.
- All 9 utility sample points in the area returned City of Tampa water and wastewater service, even though the area is unincorporated. Tampa's rules apply here: the owner is responsible for the line past the meter and for the sewer lateral to the right-of-way, while the city handles the main.
- City staff cited an average of 13.8 inches of rain across North Tampa during Hurricane Milton in October 2024, and floodwater reached areas outside normal flood zones. Sewer backups and flooded water heaters were not limited to mapped flood zones, so backflow protection and heater height deserve a look on any low lot.
- The area's median build year is 1986 across all housing but 1980 for its single-family houses. Newer apartment complexes pull the headline age down, so the houses themselves, and their plumbing, are older than the area's median suggests.
Managing a USF-area house from out of town?
Send the address, the tenant's contact and a photo. We call the tenant to arrange access and text you the written price before work starts, so you never have to stand in the doorway.
CALL 813-733-7188Owner and Landlord Questions From the University Area
Whoever holds the lease or the management agreement. We prefer one named contact who can approve a written price by text, plus a tenant who can open the door. A photo of the problem sent ahead usually saves a second trip.
Florida's landlord-tenant chapter, Chapter 83, sets repair duties and entry notice. We are plumbers, not lawyers, and we schedule through whoever holds the key. Our post on tenant access summarizes the rules in plain terms.
Possibly, because plats built from 1977 to 1982 overlap the national polybutylene window, but we never assume. Look at exposed supply near the water heater: copper is brown and metallic, CPVC cream, polybutylene gray or blue. We confirm on site before pricing a repipe.
Have a technician inspect it before it is powered or relit. We check the burner or elements, controls, wiring and tank base, and give a written price for repair or replacement. We will not call a heater dead on a guess.
Call City of Tampa utilities at 813-274-8811 (813-274-7400 after hours), because Tampa's mains serve this area even under an unincorporated address. Once the meter is shut and the problem is on the house side, a leak or a failed fixture is a plumbing job we can usually reach the same day.
